It appears I found the issue. If the pdfOCR plugin crashes for some reason, Total Commander won't launch it even after you close and re-open Total Commander. I had completely reboot the computer and then re-launch Total Commander which got the pdfOCR working again.
I am thinking there is some file in pdfOCR plugin directory (cpd.bat, krk.exe, or something) that fails to launch if the plugin crashes and the only way is to restart the computer.
I am not sure if there is a better way to do it potentially without having to reboot.
