The sections are called categories in phpBB. Categories are not the only thing that can contains forums. Forums can contain forums too. So instead of a new category, a new forum could be created that has the older bug reports forums as subforums. This way, these forums remain unchanged, but they do not appear as a long list in the main forum index.Perhaps a new section "Older TC versions bug reports" could be created that contained the older forums and placed at the bottom. "Total Commander bugs and suggestions" could only contain "TC11.x bug reports (English)", "TC suggestions (English)", "TC Fixed bugs", "TC Behaviour which will not be changed" and "Bug reports from previous betas (unresolved)".
For example, a forum named "Archive" could be created in the category "Total Commander bugs and suggestions" and all old bug reports forums could then be moved to the Archive forum. Here's an example of what that could look like::

This is easy to set up. Simply create a new forum named "Archive" and copy the permissions from a category in the process, so people cannot post in this forum. Then move the old bug reports forums to this forum.
