I'm pretty sure I've seen an even more detailed description of when the recognition [UTF-8 no-BOM vs ANSI] becomes overcomplicated, but I can not find it....out of the box TC detects UFT-8 files automatically.
If the file is saved without BOM... then it can be a problem if there for example is only one line in the file (no line break present).
I also seem to recall that it could be a problem if the first multi-byte character appears late in the file.
