Total Commander (English) • General question regarding UTF-8 no-BOM [vs ANSI] recognition issues [in Lister, etc.]

There's a cool relevant comment by petermad I could find so far:
...out of the box TC detects UFT-8 files automatically.
If the file is saved without BOM... then it can be a problem if there for example is only one line in the file (no line break present).
I also seem to recall that it could be a problem if the first multi-byte character appears late in the file.
I'm pretty sure I've seen an even more detailed description of when the recognition [UTF-8 no-BOM vs ANSI] becomes overcomplicated, but I can not find it.
Please, share your thoughts in that regard:
Where are the boundaries/conditions from which the UTF-8 no-BOM recognition becomes more or less guaranteed [to say best practice, or the rules of thumb in that regard]?
