TC11.x bug reports (English) • [TC 11.51rc4] Can't pack cyrillic names into rar

Install Totalcmd to C:\Program Files\Total Commander\ .
Put RAR.EXE to Totalcmd folder.
Just create a file like "тест.txt" in any path and try to pack RAR.

Fresh empty wincmd.ini
Get an error.

Now just add %COMMANDER_PATH% and quotes:
RAR="%COMMANDER_PATH%\RAR.exe"

Then it works fine.
How? Why? Can it be fixed?
