Yes, it shows in Explorer (when Dropbox is open and running) and I've just installed a clean Windows 11 Home on the machine I'm using and it still doesn't show in TC - but my previous Windows 10 Home machine did the same thing and TC never showed it - so I don't think I've ever seen it.Total Commander does not create the context menu by itself, so it should contain the same entries as the Explorer. Do you see "Make online" and "Make Offline" in the Explorer?
